The consultant will collaborate with a Clackamas County project management team to produce an implementable Facility Plan. Tasks include: project management and coordination with stakeholder and community engagement; an existing conditions report covering site layout, vehicle flow, infrastructure, environmental constraints, and demographics; a needs assessment estimating future waste volumes, service gaps, and regulatory issues; development of evaluation criteria; and a completed Facility Plan with an executive summary, phased recommendations, capital and operations analysis, and community benefits. The plan must evaluate and propose phased improvements to improve traffic flow, upgrade or expand the transfer station, support recycling and waste reduction, protect safety and the environment, and ensure reliable operations under extreme weather.
