REQUEST FOR PROPOSALS - Retrospective analysis of Oregon State Greater Sage-Grouse (GRSG) Mitigation Programs and recommendations for structuring and improving programming.

The Offeror will produce a retrospective analysis of state-based greater sage-grouse mitigation programs established as a result of the 2015 state-federal cooperative conservation planning process. The analysis will compare programs including adherence to best practices, differing approaches to establishing programs, jurisdictional authorities, developing and quantifying credits, and exchange of credits. The Offeror will address external barriers to effective implementation and deliver six deliverables: monthly progress reports, a sage-grouse mitigation program documentation review, a private landowner credit program assessment, a public lands mitigation opportunities and barriers report, a draft report, and a final report. The Offeror will meet monthly with ODFW staff.
