ITB - PDF Remediation Services

PDF Remediation services for public facing files hosted on OHA PHD's Oregon.gov sites for 23 programs/sections. Remediation services will be executed with the following parameters ensuring WCAG 2.2 AA and ADA Title II federal compliance is met: remediation services must be completed from a human-led approach with minimal use of AI tools; enhance visual elements by adding non-color indicators whenever color alone is used to convey information; color contrast issues must be corrected to meet the current WCAG 2.2 AA standard; structure complex tables with appropriate header cells and relationships to ensure compatibility with assistive technologies; form fields, radio buttons, and other complex file components are manually reviewed and remediated with proper tagging structure; all images of text must be converted to readable text using an Optical Character Recognition (OCR) process, with OCR content quality checked for accuracy and proper reading order set; remediated files must be verified using a screen reader to confirm that the document functions as intended for assistive technology users; remediated files must be validated through both accessibility testing and a comprehensive manual quality control review including a report of compliance for each file; remediated files requested by the public will take precedence over the queue of remaining files.
