Treasury is soliciting proposals from qualified and SWIFT certified independent assessors to perform the SWIFT Customer Security Programme (CSP) Independent Assessment for the Oregon State Treasury. The assessment will confirm Treasury's compliance with the mandatory controls defined in the SWIFT Customer Security Controls Framework (CSCF) and will result in a formal assessment report and a SWIFT required signed Completion Letter.

The Independent Assessment shall cover all Treasury-owned SWIFT security controls applicable under the SWIFT Customer Security Controls Framework (CSCF), including governance and security management controls, logical access and authentication controls, network and perimeter security controls, incident response controls, vendor and third party oversight related to SWIFT usage, and any Treasury managed infrastructure supporting SWIFT connectivity. Components owned and operated by BlackRock/Aladdin are out of scope and will be covered by third-party attestations. The assessor must evaluate whether reliance on third-party attestations is acceptable under SWIFT’s Independent Assessment Framework (IAF). Deliverables include a full CSP Independent Assessment Report conforming to SWIFT IAF Section 7.1 requirements, a formally signed SWIFT CSP Completion Letter, and a formal exit meeting to present key findings.
