The State of Oregon, acting by and through the Oregon Business Development Department, is issuing this Intermediate Request for Proposal for a Consultant who can provide services to address the Fair Housing Goals and strategies identified in the 2026 - 2030 Analysis to Furthering Fair Housing.
The successful proposer will complete actions to address specific fair housing impediments from September 1, 2026 – August 31, 2027. This includes education and outreach activities such as partnering with planning and land use professionals to review Post Acknowledgement Plan Amendments, facilitating quarterly meetings with relevant stakeholders, and supporting statewide, regional, and local public policy efforts. It also includes public policy and advocacy actions such as supporting fair housing enforcement and enhancing partnerships with organizations involved in housing or supportive services. The proposer must submit quarterly reports to the Agency on each impediment, including direct cost by quarter and supporting invoices.
