Pre-Bid Conference: The State will hold a virtual pre-bid conference on July 07, 2026, at 1:00 p.m., Columbus, Ohio, local time. The purpose of this conference is to discuss the ITB and the Work with prospective bidders and to allow them to ask questions arising from their initial review of this ITB. The State will not be responsible tofor any Bidder for its’s failure to obtain information discussed during the pre-bid conference due to its failure to attend and/or for arriving after the pre-bid conference has convened. The conference will be held as a Microsoft Teams meeting with the following contact information: Link Attendance at the pre-bid conference is not a prerequisite tofor submitting a bid. Summary: The scope of work requires the contractor to provide all labor, equipment, and logistics on an all‑inclusive basis to perform statewide gravel road and parking lot maintenance on Ohio Department of Natural Resources properties. Core tasks include grading gravel-surfaced roads, re‑establishing crowns for proper drainage, and applying specified limestone top-dressing and ADA-compliant surface layers in accordance with ODOT standards and environmental regulations. The contractor must use agency-provided GIS/georeferenced maps, prepare an annual written work plan with methods, materials, schedules, “before” photos, and not‑to‑exceed cost estimates, and document material quantities via weight slips or scale tickets, while invoicing materials separately with an agreed mark‑up. Work must be completed within agreed timeframes, subject to weather, site conditions, and wildlife/big game season restrictions, and includes incidental repairs such as potholes, shoulders, minor erosion, and small roadside features only as directed by the agency; any additional work (e.g., culverts, ditches, subgrade repairs) is performed strictly on a time-and-materials basis with prior written approval. The contractor must attend initial and annual coordination meetings, maintain ongoing communication on scheduling and site access, comply with licensing, prevailing wage, equipment maintenance, and safety requirements, and retains control over means and methods, while the agency maintains final authority over mapping, measurements, road selection, blackout periods, and acceptance of work and pricing.
