The Authority provides the AAR Service, which is an origin-to-destination, demand responsive, shared ride paratransit service under the name "Access-A-Ride" for individuals who meet defined eligibility criteria established under the ADA. The AAR Service is solely for the transportation of Customers, PCAs, and Guests. The Authority provides the AAR Service through "dedicated" and "non-dedicated" models. The dedicated service model consists of Authority contractors providing AAR Service using Authority-owned vehicles leased to contractors. The non-dedicated service model consists of Authority contractors, such as broker car service providers, taxis, and supplemental carriers, providing the AAR Service in concert with their existing operations. As further set out herein, the Contractor shall provide the AAR Service pursuant to the dedicated model as a primary carrier.
