Request For Proposals

Empire State Development (hereafter referred to as "ESD") has issued this Request for Proposals ("RFP") seeking a qualified firm (the "Contractor") to perform economic development services for Foreign Direct Investment (“FDI”) projects into New York State (“NYS”) and to boost exports for NYS companies’ goods and services globally.

The main objective of this RFP is to identify and engage one (1) independent contractor who will develop and implement visionary, creative, realistic, and aggressive plans to boost exports for NYS companies' goods and services across the globe for Trade and generate FDI projects. The Contractor, through their own work and/or the use of qualified subcontractors must provide full service coverage for Trade in the following locations, having a physical office is preferred, but one office can cover multiple countries or regions if needed:

Africa, ASEAN, Canada, the Caribbean, China, Europe, India, Israel, Japan, Mexico, the Middle East, Oceania, Singapore, South America, South Korea, and Taiwan.
