Bidders are hereby directed to make use of the New York Power Authority's website at www.nypa.gov in order to obtain instructions on participating in the bidding process through Ariba. Bidders obtaining bid documents from sources other than NYPA Ariba do so at their own risk. Further details on qualifications/requirements can be found in the Bid Documents. This contract may be fulfilled by a Subcontract, Joint Venture or Co-Production arrangement.

The IC Team is to perform a Comprehensive Assessment (CA) and conduct the Thirteenth Part 12D field inspection for the Niagara Power Project as defined by 18 CFR Part 12.31 (f) and described in 18 CFR Part 2.37. The scope includes a Potential Failure Modes Analysis (PFMA) and a Level 2 Risk Assessment (L2RA) in accordance with Chapters 16, 17 and 18 of the FERC Engineering Guidelines. The IC Team must prepare a detailed Part 12D Inspection Plan, a CA-Pre-Inspection Preparation Report (CA-PIPR), draft and final Part 12D Comprehensive Assessment Reports (CARs), and update the Supporting Technical Information Document (STID) and Digital Project Archive (DPA). The team must also prepare a presentation and present findings to NYPA and FERC during a CA Review Meeting. Physical field inspection of the project works is required, and the IC Team must review all relevant data including settlement, movement, erosion, seepage, leakage, cracking, deterioration, seismicity, internal stresses, hydrostatic pressures, stability of critical slopes, and regional and site geological conditions. Specific evaluations include adequacy of spillways, effects of overtopping, structural adequacy and stability under all credible loading conditions, relevant hydrological data, history of performance, and quality and adequacy of maintenance and surveillance.
