The contractor will assume all contractual obligations under related Administrative Services Contracts with the City and County; execute and administer REPI, RCPP, ACEP-ALE, and other applicable federal, state, local, and private funding programs to preserve agricultural land and groundwater resources in two paleochannels in Curry County, New Mexico; support long-term installation resiliency of Cannon Air Force Base through water rights purchase agreements and conservation easements; collaborate with landowners to place meters on center pivots to measure water output; execute water right lease agreements to halt water production; cease pumping groundwater once leases are finalized; monitor well performance and static water levels from January 2024 through January 2030; coordinate the third Eastern New Mexico Water Conservation Summit in August 2027; determine saturated thickness of the Ogallala Aquifer, pump depths, and depth of the red bed; work with landowners to originate, implement, and service Water Right Lease Agreements and conservation easements; partner with landowners to transition from irrigated cropland to pastureland and dry cropland in compliance with the Highly Erodible Land policy; acquire grant funding to secure and service conservation easements over 34,000 acres; support playa and grassland restorations; implement regenerative agriculture strategies; coordinate and oversee contract service providers; conduct an annual federal audit of all financial records; engage in fundraising and outreach; enroll and monitor water rights of partnering landowners; and collaborate with state and federal agencies.
