The Contractor shall provide services to Cibola and McKinley County, adhere to USDA Federal Regulations 7 CFR 247, 250 and 251, be responsible for the distribution of TEFAP - USDA Foods, physically distribute USDA Foods only to eligible Local Emergency Feeding Organizations (LEFOs), accept and distribute USDA Foods as directed, furnish proper facilities and adequate personnel to receive, handle, store, and deliver USDA Foods, store USDA Foods separately from non-commodity foods, obtain true and accurate receipts, not assess fees against EFOs for distribution costs, assume full responsibility for loss or spoilage of USDA Foods, maintain financial records per 2 CFR part 200, furnish reports upon request, allow access to USDA Foods and records, arrange for inspection of damaged foods, provide updated disaster contact information quarterly, provide facilities and personnel for fresh fruit and vegetables, provide receipts for fresh produce expenses, deliver fresh fruits and vegetables to distribution sites, utilize 100% of state funded grant, submit reimbursement requests at least quarterly, and submit quarterly reports of food items purchased with state funds.
