New Mexico Health Care Authority (HCA) is requesting proposals from Regional Emergency Feeding
Organizations (REFOs) to provide regional administration to receive, store and deliver United States
Department of Agriculture (USDA) commodity foods to local emergency feeding organizations for distribution
to eligible households and homeless shelters throughout the state of New Mexico, in compliance with all state
and federal regulations and requirements per 7 CFR 247, 250, and 251.
State funds are made available to REFOs to purchase, package, and ship fresh produce and other food items to
be distributed to low-income New Mexicans. The fresh produce and other food items assist with healthy options
that are made available at food distribution sites in all 33 counties in New Mexico.
