TASK ORDER CONTRACTS FOR THE FOLLOWING DISCIPLINES:
D1: Architectural and Engineering Services: Systemwide
D3: Design and Construction Cost Estimating and Scheduling, Constructability Reviews,
and Claim Support
NJ TRANSIT is requesting Proposals from qualified consulting firms to provide a comprehensive
range of Architectural and Engineering and related support services under Task Order Contracts.
NJ TRANSIT intends to award one or more contracts to the organization(s) whose Proposal
represents the best value to NJ TRANSIT, in accordance with Brooks Act procedures, 40 U.S.C.
1101-1104.
To obtain the RFP and all proposal documents, interested firms must register with Bid Express at
www.bidexpress.com. There is no cost to register/upload a proposal.
NJ TRANSIT’s Pre-Proposal Conference will be held utilizing a telephone and video conference
via Microsoft Teams, scheduled for August 3, 2026 at 10:30 A.M. as specified in Attachment E
(subject to change by Addenda) to the RFP, for the purpose of discussing general information
relating to the project.
The RFP Instructions and Attachment E list all deadlines and requirements for submitting
Proposals. Technical Proposals must be received on or before September 14, 2026, at 11:00
A.M., EST via Bid Express.
In accordance with Interim Final Rule, effective October 3, 2025 (90 F.R. 47969) please be
advised that there is no Disadvantaged Business Enterprise (DBE) goal assigned to this
procurement.
Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C.
