The vendor shall conduct a statewide childcare market rate survey to identify current private pay prices, develop a comprehensive cost analysis estimating the true cost of providing childcare services, provide reliable data to support the CCDF program, and inform childcare subsidy rate-setting. The vendor must develop a Project Work Plan, design and implement a statewide survey of licensed childcare centers, family childcare homes, and after school programs, collect data on tuition rates, fees, operating characteristics, and subsidy participation, produce a clean de-identified dataset, calculate market rate estimates by provider type, age group, care level, and geographic category, conduct a statewide cost analysis, develop a Cost Model, produce a Comparative Analysis and Rate Implications report, and deliver a comprehensive Analytical Findings Report, a Policy and Rate Setting Recommendations Memorandum, a Draft Final Report, a Final Report, a public-facing Executive Summary, graphics and tables, a Presentation Deck, and provide ongoing technical assistance.
