Emergency Shelter Support Services

The scope includes general social work wraparound services (substance use/mental health treatment referrals, assessing social determinants of health, providing referrals to community resources); shelter de-mobilization/resident transition planning (comprehensive case management, individualized needs assessments, active coordination with shelters and housing providers, logistical support, transition support, documentation and reporting); resident-facing behavioral support (maintaining a safe environment, reinforcing shelter rules, using de-escalation and emotional co-regulation techniques, crisis response); clinical services for residents and staff (individual and group mental-health support, crisis intervention, trauma-informed care, telehealth, clinical supervision); and staff wellness and critical incident support (structured debriefings, Critical Incident Stress Management protocols, peer support groups, training to prevent vicarious trauma). Estimated staff needs are for planning purposes only; shelters typically house up to 50 residents plus staff, with some sites expanding to 150 residents plus staff, and historically a maximum of three active shelters.
