NOTICE TO PROSPECTIVE BIDDERS

The North Carolina Department of Transportation is requesting bids for the above
referenced project. The contractor must furnish all labor, materials, equipment, and any
other items necessary for the completion of this contract.
BID OPENING
Sealed bids must be received at the NCDOT Division 2 Project Development Office,
Located at 1037 W.H. Smith Blvd., Greenville, NC 27834, by Wednesday, October 28,
2026 at 2:00 PM. Bids must be submitted on the official bid form included in the
contract proposal and shall display the following statement on the front of the bid
envelope:
QUOTATION FOR – CONTRACT ID PR40022 – LITTER REMOVAL FOR
JONES AND LENOIR COUNTY TO BE OPENED AT 2:00 PM on, October 28,
2026.
The North Carolina Department of Transportation, in accordance with the provisions of
Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the regulations of the
Department of Transportation (49 CFR, Part 21), issued pursuant to such act, hereby
notifies all bidders that it will affirmatively insure that the contract entered into pursuant
to this notice will be awarded to the lowest responsible bidder without discrimination on
the grounds of sex, race, color, or national origin.
The work is litter/debris removal and recycling on primary roads, medians, shoulders and interchanges in Jones and Lenoir Counties, covering 777 shoulder miles with five routine cycles per year plus on-call cleanups as directed. It includes foot-only pickup, bagging and containerizing litter, transport and disposal at approved landfills and recycling facilities, traffic control, work-zone safety, supervision, equipment with lighting and signs, and online reporting of pickups.
