Subject: Invitation to Bid on Division Contract
Project Description: DD00543
The North Carolina Department of Transportation is requesting bids for ASPHALT
SURFACE TREATMENT PAVEMENT PRESERVATION work located on 3
SECTIONS OF SECONDARY ROUTES in HALIFAX COUNTY.
Any firm that wishes to perform work on Division Purchase Order Contracts as either the
prime contractor or as a subcontractor on the project must be prequalified for the type of
work they wish to perform. Firms that wish to bid on these projects as the prime
contractor must be prequalified as a Bidder or PO Prime Contractor prior to submitting
your bid. Firms that wish to perform as a subcontractor to the prime contractor must be
prequalified prior to beginning work on the project. Information regarding

proposal for further information. Bids must be submitted by 2:00 PM on Tuesday,
October 27, 2026.
The work consists of asphalt surface treatment (matcoat and double seal applications) and micro surfacing of approximately 8.94 miles of secondary routes across 3 sections/maps in Halifax County, including aggregate and emulsion application per specified rates, removal of pavement markings and raised pavement markers, traffic control including lane closures with day/time restrictions, and related incidental work, to be completed under the 2024 Standard Specifications for Roads and Structures.
