The County is under no obligation to respond to any question, inquiry or assertion that is not received in

number. Violation of these provisions may result in immediate disqualification. Questions will be
responded to by the end of the day on July 20, 2025. Responses will be posted to the Bid Board and via

Pre-Bid Conference
There will be a mandatory Informational Session on Wednesday July 8, 2026 from 11:00AM – 1:00PMat
60 Charles Lindbergh Blvd. Uniondale, NY 11553 in room D-037. Applicants are strongly encouraged to
attend. Questions will not be taken. Please call and register at (516) 227-7127 by July 6, 2026. Reminder,

Pick Up and Submit Information
The proposals must be signed by an individual who is authorized to bind the proposer to all commitments
made in the proposal. The original and (7) copies of the proposal, together with all attachments, must be
submitted to the County via courier of choice and postmarked and mailed in a sealed envelope and
postmarked no later thanMidnight EST on August 18, 2026. No telegraphic, facsimile, or hand delivered
proposals will be accepted. Any late proposals will be returned unopened. Proposals postmarked after
the above date and time will not be considered. The County is under no obligation to return proposals.
Work Description
Nassau County, New York (the “County”) is currently seeking proposals from qualified Not-for-Profit
entities authorized to do business in the State of New York, to provide Youth Development Services. The
purpose of the RFP is to provide Nassau County with proposals and recommendations for the provision of
Youth Development services in the following communities: Glen Cove, Oyster Bay/East Norwich, Elmont,

Port Washington, Hempstead, Westbury, Long Beach, Runaway and Homeless Youth Act (RHYA)
Emergency Shelter in Nassau County, and Countywide Services in the surrounding communities.
The Office of Youth Services (Office) hereby announces the availability of funds, not to exceed $1,673,866
for the development and operation of youth programs and prevention and intervention services that will
serve the following communities: Glen Cove, Oyster Bay/East Norwich, Elmont, Port Washington,
Hempstead, Westbury, Long Beach, Runaway and Homeless Youth Act (RHYA) Emergency Shelter in
Nassau County, and Countywide Services in the surrounding communities.
Academic Support Services – such as afterschool homework help, academic enrichment other support
services including standardized test taking.
Advocacy Services – such as Educational Advocacy, School Resources, Academic Legal Advocacy and
Suspension Disparities.
Community/School partnerships – services reflecting integration of both academic and community
engagement, Partnerships including strong school-community relationship.
Crisis Intervention – such as services that reduce youth, family, and gang violence and integrate services
inclusive of programs that promote physical and mental wellness.
Cultural Enrichment – such as prosocial activities that expose youth to different historical events, and
interaction of different cultures and experiences.
Individual/Group/Family Counseling – therapeutic services to improve sense of well - being.
Juvenile Justice Services – such as services aimed at reducing juvenile delinquency and entrance to the
justice system.
Recreational Activities – to address out of school time with leisure activities such as sports, arts, STEM,
and summertime activities.
Life Skills – skills that assist youth in successful transition to adulthood.
Mentoring Programs – to provide youth with mentors and positive role models.
Outreach Services – to disconnected populations of youth such as gang involved youth, out of school

youth and runaway and homeless youth.
Parenting Skills – to improve parent/child relationships.
Substance Abuse Prevention – services that reduce the incidence of substance abuse.
Youth Leadership Programs – to foster character building, positive growth and empowerment of youth.
Emergency RHYA Shelter – Emergency Housing for Runaway and Homeless Youth
STEM Programming – Programs that focus on improving educational gaps and focus on the integration of
science, technology, engineering, and math.
