The objective of this solicitation is to select five firms that demonstrate the highest level of qualifications to provide the requested services. Prior to contract award, the County reserves the right to increase and or decrease the total number of contracts for award.

The Contractor will provide on-call environmental compliance services for infrastructure projects, including roadway improvements, congestion relief, flood control, stormwater quality, waterworks facilities, sanitary sewer facilities, airports, and bikeways. Services include environmental documentation (CEQA/NEPA), regulatory permit services (e.g., CWA Sections 404 and 401, California Fish & Game Code Section 1602, Coastal Development Permits), environmental permit compliance during construction (pre-construction surveys, biological monitoring, compliance reporting), and environmental mitigation and habitat restoration services (restoration design oversight, nonnative species control, long-term monitoring). Work will be assigned through Task Orders, which may require rapid mobilization, including field surveys with 48-hour notice.
