This Request for Proposals is a Qualifications and Cost-Based Solicitation. The County of Los Angeles (County) Public Works (Department) is issuing this Request for Proposals (RFP) to solicit proposals for a contract with an organization that can provide on-call aerial photography and videography unmanned aerial vehicle services. The objective of this solicitation is to select one firm that is best-value to provide the requested services.

The Contractor will provide on-call aerial photography and videography via unmanned aerial vehicles (UAVs), including flight planning in compliance with FAA regulations, safe UAV operation, data capture, and delivery of imagery and footage. Services support structural inspections (dams, bridges, channels, levees, buildings, tree canopy), project monitoring and planning (construction monitoring, project documentation, promotion materials), storm operations and monitoring (drainage, river/channel/reservoir safety patrol, spreading grounds monitoring, road safety observations), wildlife and environmental monitoring (vegetation mapping, wildlife survey), and special assignments. The Contractor must maintain a valid FAA Part 107 certification, submit a proposal with schedule and cost for each assignment, confirm ability to begin services within 3 days of a Notice to Proceed, provide weekly progress reports, and submit a project summary report upon completion.
