The contractor will provide one designated attorney to attend all KBLPC meetings, draft memoranda and correspondence, provide legal advice, prepare or review draft regulations and forms, and serve as legal counsel in administrative proceedings under KRS Chapter 13B and in civil actions. The contractor may also prepare drafts of legislation, review draft legislation, and accompany a board representative to legislative meetings, but shall not testify on policy or engage in lobbying activities.
