The contractor must conduct a comprehensive study of applicable statutes, administrative regulations, and agency policies that directly impact the opening and operation of licensed and certified childcare services in Kentucky. The study includes evaluating existing Kentucky laws, comparing them to peer states and national standards, analyzing federal impacts, identifying duplicative or excessive regulations, conducting surveys and focus groups of stakeholders, and making recommendations for reform. The contractor must also analyze local regulatory barriers and recommend best practices for local governments. The contractor must collaborate with the Kentucky Child Care Advisory Council, provide quarterly updates, and submit a draft report by September 1, 2027, a revised draft to the Council by November 1, 2027, and a final report to the Legislative Research Commission by December 1, 2027.
