The Kansas Department of Revenue has moved from using hard copy versions of research materials, and the expense associated with maintaining an up to date library, to using an on-line library service. This tool is necessary for developing policies, responding to legislative inquires, performing tax audits and representing the department in court cases and administrative hearings.
The contractor must provide an online tax library service covering tax information for each U.S. state plus the District of Columbia, including sales, use, compensating use, individual income, corporate income, and withholding taxes, with documents such as laws, regulations, court decisions, explanations, proposed and enacted legislation, case annotations, rulings, administrative decisions, and tax rates. The state library must include an archive covering at least the preceding 10 years (preference for 20+ years). The federal library must include the Internal Revenue Code, federal tax regulations, explanations and annotations, IRS documents, federal tax cases, administrative decisions, and summaries of tax court decisions, also with a 10-year archive (preference for 20+ years). Access is required for a minimum of 20-25 users (preference for unlimited), with individual user accounts, discrete user ID and password, and the ability for each user to create favorites. Training must be provided via online tutorial and/or telephone help line. Specific publications must be included: Multistate Corporate Tax Guide Volumes I and II, Internal Revenue Code, Federal Tax Handbook, and Hellerstein and Hellerstein. On-site presentation and demonstration may be requested prior to award.
