This initiative, aligned with the goals of the Kansas Rural Health Transportation Program (RHTP), is intended to strengthen the state's behavioral health crisis response system by ensuring timely, safe, and appropriate transportation in receiving facilities, while reducing reliance on law enforcement and emergency response departments for non-medical transport. It is the goal of this RFP to establish statewide crisis transportation services across all 105 counties within the State of Kansas.
The Contractor will be responsible for delivering 24/7/365 transportation services, supported by centralized dispatch, vehicles appropriate for behavioral health transport, and personnel trained in behavioral health crisis response, including de-escalation and trauma-informed care. Services will be available through multiple referral sources, including 988 crisis lines, community mental health centers, hospitals, law enforcement, courts, and other authorized entities.
The Contractor shall deliver 24/7/365 transportation services across all 105 Kansas counties with centralized dispatch, vehicles appropriately equipped for behavioral health transport, and personnel trained in de-escalation and trauma-informed care. Services include mental health crisis transport, substance use disorder crisis transport, competency evaluation transport, and competency restoration transport. The Contractor must accept referrals from authorized sources (988 crisis lines, community mental health centers, hospitals, law enforcement, courts), assign drivers and dispatch within five minutes of receiving complete referrals, maintain maximum response times of 60 minutes in rural areas and 90 minutes in frontier areas, ensure direct door-to-door point-to-point transport with no unauthorized stops, confirm receiving facility acceptance prior to dispatch, and complete direct handoffs to receiving staff. The Contractor must operate a centralized dispatch with 99.99% system availability, maintain real-time tracking and GPS-equipped vehicles, document all referrals and transport activities, track and report extensive performance metrics including response time compliance, transport completion rates, safety incidents, and complaints, implement incident reporting within one hour for serious incidents, maintain records for seven years, and coordinate with authorized referral sources and receiving facilities throughout service delivery.
