The Kansas 911 Council is seeking competitive proposals from qualified vendors for a 911 Learning Management System.
The selected vendor must provide a comprehensive, cloud-based LMS that supports centralized statewide training management, role-based access, certification lifecycle management (including certificate generation with authenticity protections, automated reminders, and recertification workflows), course authoring and content management tools, multi-tenancy with a main branch for the State 911 Board and local branches for each PSAP, mobile-friendly access, data encryption, multi-factor authentication, WCAG 2.1 AA compliance, AI governance, and US-based data storage. The LMS must include, at a minimum, a 40-hour Basic Telecommunicator course meeting APCO/ANS 3.103 or NENA TCC frameworks and T-CPR initial certification and continuing education courses adhering to AHA and NAEMSP guidelines, as fully developed pre-existing courses ready for immediate deployment. The vendor must provide a dedicated support team for content creation, modification, legacy conversion, and migration, and implement a phased rollout including a pilot phase, phased rollout, and stabilization period.
