Fingerprint Collection and Submission Services
The bidder must provide all necessary materials, labor, facilities, utilities, and equipment to collect fingerprints from applicants, verify identification, obtain signed privacy statements, and electronically submit biometric data to the Agency's Multi-Biometric Identification System (MBIS) within 24 hours of capture. The bidder must maintain service locations throughout Iowa with convenient hours, offer appointment scheduling within 10 days, and ensure compliance with FBI CJIS Security Policy, EBTS standards, and the Agency's ICD. The bidder must also provide quality control to minimize rejections, recapture fingerprints at no cost if rejected, maintain secure storage of records for six months, and provide reports as requested. The bidder is responsible for collecting fees and remitting a predetermined fee to the Agency for each submission.
