RFP 26-86873 DMHA is requesting a vendor to manage, triage, enhance and train around the case management system for the Wraparound program. This system is known as "Tobi" and is the foundational tool for daily communication between DMHA and Wraparound Provider Organizations (WPOs). The system is used by WPOs statewide to submit and manage critical documentation for the participants in the Wraparound program.
The Contractor will manage a Dynamics 365 and Microsoft Power Apps front end system (with Microsoft Dataverse database) which houses multiple applications for DMHA. The scope includes training end users on system operation of Tobi, providing help desk support via a virtual Jira ticketing system, performing software enhancements (including project management, business analysis, design, and development), and ensuring data exchange and file transfer standards using MuleSoft API Management and GoAnywhere Managed File Transfer. The Contractor must also provide dedicated project management, monthly reports (training, helpdesk, enhancements, system performance), a year-end report, and meeting minutes. The solution must integrate with Access Indiana for single sign-on. The Contractor shall meet with DMHA at least once a month and relay critical issues immediately. If equipment is needed to access the State's network, the Vendor will reimburse the State for all equipment and access-related costs.
