The City of Houston seeks submissions from qualified firms to plan, manage, design, and deliver the Water Distribution Repair and Improvement Program – a large-scale, multi-year initiative to rehabilitate and replace the City's aging water distribution infrastructure at scale. Under this Request for Qualifications (RFQ), the City seeks a qualified engineering firm capable of rapidly implementing and scaling a Citywide water distribution repair and improvement program to provide waterline replacements across the City under a Programmatic Design and Construction Manager (PDCM) delivery model, with the PDCM's professional engineering, program management, design, and construction management services procured pursuant to the Texas Professional Services Procurement Act, Texas Government Code Chapter 2254. The selected firm assumes single-point responsibility and must demonstrate the technical, managerial, and financial capacity to execute multiple concurrent projects at a programmatic scale.
The selected firm will provide professional engineering, program management, design, and construction management services to implement and scale a Citywide water distribution repair and improvement program, including waterline replacements across the City, under a Programmatic Design and Construction Manager (PDCM) delivery model, with single-point responsibility for multiple concurrent projects.
