The Gwinnett County Board of Commissioners is soliciting competitive sealed proposals from qualified
consultants for the planning portion of Provision of SS4A Supplemental Planning and
Demonstration Project for the Department of Transportation.
Proposals must be returned in a sealed container marked on the outside with the Request for Proposal
number and Company Name. Proposals will be received until 2:50 P.M. local time on September 22, 2026
at the Gwinnett County Financial Services - Purchasing Division – 2nd Floor, 75 Langley Drive,
Lawrenceville, Georgia 30046. Any proposal received after this date and time will not be accepted.

A pre-proposal conference is scheduled for 11:00 A.M. on August 27, 2026 at the Gwinnett County
Purchasing Division, virtually via Teams. Please either click here or call in at 323-676—6170, passcode
93239235#. All consultants are urged to attend. Questions regarding proposals should be directed to

7811, no later than September 4, 2026. Proposals are legal and binding upon the vendor when submitted.
One unbound original and four copies should be submitted. All consultants are expected to also provide
an electronic version.
Successful consultant will be required to meet insurance requirements. The Insurance Company should
be authorized to do business in Georgia by the Georgia Insurance Department, and must have an A.M. Best
rating of A-5 or higher.
The consultant will obtain system-wide transportation movement data from commercial and governmental sources, identify high-injury network locations for safety treatments, conduct NEPA evaluations, and collect pre- and post-installation data at pilot locations. The work includes designing countermeasure concept plans, assisting in procurement of quick-build materials and installation vendors, and producing monthly status updates, FHWA quarterly reports, and a final report documenting technologies, materials, and lessons learned. The base phase covers planning, NEPA, and pre-installation data collection, with optional phases for design and construction of pilot treatments.
