REQUEST FOR BIDS
The Heard County Board of Commissioners is requesting bids from Georgia state licensed
contractors to complete asphalt resurfacing on multiple roads in Heard County. The Contractor
shall provide all materials and services necessary in the performance of this contract.
Bids will be received by Heard County Board of Commissioners, Purchasing Department, Heard
County Administration Building, 201 Park Avenue, Room 200, Franklin, Georgia 30217 until
11:00 AM local time on Wednesday, September 9, 2026. Late bids will not be considered nor
returned. Bids will be formally accepted and acknowledged at the County Administration
Building by staff personnel.
The bid documents and specifications are available for inspection at the Heard County
Purchasing Department, Heard County Administration Building, 201 Park Avenue, Room 200,
Franklin, Georgia 30217; phone 706-675-3821 or fax 706-675-2493.
Bids may not be withdrawn for ninety (90) days after the time and date set for closing, except as
allowed by OCGA. Heard County reserves the right to reject any and all bids and to waive any
technicalities.
The Contractor shall provide all materials and services necessary to complete asphalt resurfacing on multiple roads in Heard County, including traffic control, grading complete with shoulder work and permanent grassing, milling of asphalt concrete pavement for transitions, recycled asphalt concrete 12.5 MM Superpave, bituminous tack coat, and solid traffic striping in white and yellow. Work is specified for Notnomis Road (1.6 mi), Straylott Road (1.9 mi), and Cherry Road (1.25 mi). The project shall be substantially complete within 120 days following the Notice to Proceed, with final completion within 14 days thereafter.
