City of Pooler, GA Tree Canopy Coverage Assessment Contract Services
I. INTRODUCTION
The City of Pooler (hereinafter referred to as "CITY"), located within the State of
Georgia, is seeking proposals from qualified and experienced urban forestry
consultants (hereinafter referred to as "CONSULTANTS") to conduct a
comprehensive Tree Canopy Coverage Assessment, as outlined in the Scope of
Services.
If you are a qualified and experienced CONSULTANT with a strong commitment to
delivering high-quality service and administrative excellence, we invite you to
submit a proposal in response to this Request for Proposal (RFP). The selected
CONSULTANT will work closely with the City of Pooler to ensure an effective
assessment of the City's tree canopy coverage.
II. PURPOSE
The primary purpose of this RFP is to solicit competitive proposals from qualified
and experienced CONSULTANTS to provide a City-wide tree canopy coverage
assessment and create a geodatabase for the CITY. The CITY intends to enter
into a professional services contract with the selected CONSULTANT for a 12-
month term, with one six-month option for renewal, extending the contract, up to
a total of 18 months.
III. SCOPE OF SERVICES
The selected CONSULTANT will be responsible for performing all services in
compliance with municipal, state, and local regulations, including those specific to
the State of Georgia, as well as any relevant American National Standards (ANSI)
A300 Tree Care Standards, and (ANSI) Z133 Arboriculture Safety Standards and
International Society of Arboriculture (ISA) Best Management Practices.
The CITY requires CONSULTANT services in the following areas:
A. Tree Canopy Coverage Assessment

The selected consultant will assess existing tree canopy coverage citywide using LiDAR technology deployed via drone or aircraft, under the supervision of an ISA certified arborist. Data collection must include the percentage of tree canopy coverage relative to ground cover and other tree data reflecting the condition and inventory of the City's urban forest. The consultant must deliver tree inventory results capable of GIS mapping, reporting, and data export, and must supply all labor, materials, equipment, transportation, licenses, permits, travel, and other ancillary costs necessary to complete the work.
