The successful respondent must provide a Misdemeanor Probation Management system that includes supervision and case management for misdemeanor offenders, specialized supervision for domestic violence and DUI offenders, community service programs, aggressive collection of fines and restitution, probationary intake case managers, systemic monitoring, counseling referrals, enforcement of probation conditions, a convenient reporting location, a data link with the courts' electronic case management system, monthly written reports to court administrators, a transition plan for existing cases, a plan to collect delinquent traffic citation fines, an intensive probation supervision program, an alternative strategy for indigent offenders, an approved electronic system for filing probation violation requests and petitions, a listing of alternative sanctions to incarceration, a case record management system with individual files and confidentiality, staff meeting Title 42 qualifications, a beneficial probation officer to probationer ratio, a system to measure outcome and performance, and a fee schedule for services.
