The Consultant shall perform project management and planning framework, review existing conditions and previous planning efforts, develop and implement a community engagement strategy, prepare a Comprehensive Plan addressing population, land use, economic development, housing, transportation, and other required elements, prepare meeting and presentation materials, ensure regulatory compliance with DCA Minimum Standards, and attend public hearings and adoption meetings. Deliverables include a Project Management and Engagement Plan, Existing Conditions Assessment, Draft and Final Comprehensive Plan in multiple formats, and ten printed copies.
