You are invited to submit a proposal to provide PARCS Equipment and Services for the Central Services Internal

A MANDATORY pre-proposal conference to respond to all inquiries with regards to this project will be held
at 10:00 AM ET, Thursday September 10, 2026 located in the Facilities Conference Room, located at 2555
Lexington Road in Athens, Georgia.
The estimated range of this project is $75,000 annually .

The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary for PARCS Equipment and Services. This includes furnishing, installing, configuring, and providing ongoing support for a modern Parking Access and Revenue Control System (PARCS) for the Athens-Clarke County Courthouse Parking Deck and the City Hall employee parking lot. The work includes a complete turnkey solution with all labor, materials, equipment, software, training, testing, and warranty services. Specific tasks include conducting a site assessment, developing a system design and implementation plan, removing and disposing of obsolete equipment, installing hardware and software, performing system configuration and testing, and providing training and documentation. The system must include entry/exit lane equipment, automated gate arms, License Plate Recognition (LPR) cameras, payment kiosks, cloud-hosted software, and integration with the City Hall employee parking lot for LPR-based access control.
