The City of Woodstock, Georgia, herein referred to as the City, is seeking proposals from experienced firms to develop a comprehensive, action oriented Economic Development Plan (EDP) that positions Woodstock for continued economic diversification and growth over the next ten (10) years. The Economic Development Plan must be evidence-based, community-informed, and implementation ready. The plan should align with the City's Comprehensive Plan and should provide a long-term plan for increasing commercial investment, attracting new jobs, and identifying new economic development opportunities for the community to undertake.

The Consultant will conduct a situational and comparative analysis including economic baseline, commercial business and sector analysis, competitor analysis, and investment readiness assessment; perform a SWOT analysis; identify existing assets, gaps, and opportunities; identify key sectors and create sector profiles; conduct a comprehensive tourism infrastructure review; define ideal target markets; create a list of tourism products and services; explore positioning of tourism assets; and develop and implement an engagement strategy using interviews, focus groups, surveys, public meetings, and online tools. The final plan must be actionable, aligned, accessible, and designed for communication to internal and public audiences.
