Interested Consultants shall employ a minimum of 50% of the personnel providing professional services during the term of this agreement with Bulloch County and must also appear on the GDOT Prequalification List for providing services in the listed area classes, no later than the deadline for receipt of all submissions. The deadline for receipt of all submissions is 2:00 PM EDT, Friday, Sept. 25, 2026, where each will be recorded as received. Interested Consultants shall file all documents necessary to support its submittal, as prescribed.

The selected consultant will prepare a single, comprehensive construction plan set for phased execution across three components: Phase 1 – civil engineering design within the GDOT ROW including technical submittals for the GDOT encroachment permit; Phase 2 – design of the site entrance, primary driveway, and approach for heavy Fire & EMS emergency response vehicles; Phase 3 – layout and ingress/egress design for employee parking facilities at the rear of the station. Responsibilities include geometric and structural cross-section designs, hydraulic/hydrology calculations, stormwater drainage design, GDOT GPAS permitting, Erosion Sedimentation and Pollution Control Plans (ESPCP), and delivery of formal construction packages in pdf and DWG format with an Engineer's Opinion of probable construction cost.
