Government Estimator Contract Services (State-funded). The following information applies to the 2 statewide contracts that will be awarded. Any engaged member of the Prime Consultant ultimately awarded each project/contract would be exclusive to owner and be excluded from competing on any team for any future GDOT Design-Bid-Build contracts during the life of the contracts.
A sub-consultant of a Government Estimator contract will be exclusive to the owner and be excluded from future GDOT Design-Bid-Build contracts during the life of the contract, unless released by the Department at its own discretion.
The scope of work involves all efforts necessary to take projects from Preliminary Engineering (PE) funding authorization to beginning preliminary design activities by developing the scope, schedule, and budget of the projects. This includes requesting project justification reports, traffic counts, and logical termini determination; scheduling and conducting Project Team Initiation meetings; providing Subject Matter Expert (SME) services such as site visits, desktop environmental surveys, property impact assessments, utility impact evaluations, risk identification, and developing project scope of work; updating Primavera Project Schedule templates; supporting procurement with pre-proposal notifications and negotiations; developing task lists; maintaining estimate templates and historic estimate database; providing recommendations for project bundling; and developing project letters for communication to local emergency management systems, school boards, and fire and rescue services.
