The successful bidder(s) must design, implement, and manage an educational mentorship program that includes matching children and youth with trained mentors who provide consistent educational support, academic advocacy, and collaboration with the child's team (DFS case worker, schools, caregivers, and community supports). The program must help youth develop self-advocacy, organization, communication, and decision-making skills while preparing for graduation and post-secondary education, vocational training, or employment. Services must be available to all children and youth in custody of DFS or recently aged out, and priority consideration must be given to youth demonstrating multiple placements, poor academic performance, chronic absenteeism, or other educational barriers. The bidder must recruit, screen, train, and supervise mentors in trauma-informed practices, maintain sufficient staff capacity, and submit monthly, quarterly, semi-annual, and/or yearly reports.
