The vendor will provide three primary services: Fiscal Agent (entering into a contract with DYS to receive and manage CYDC funds, developing subcontracts with service providers, serving as formal employer of the CYDC Coordinator and any additional CYDC employees, providing fiscal oversight, managing payroll, providing benefit packages and liability insurance, attending JSPC meetings, providing physical office space in the 22nd Judicial District, and having a local presence); CYDC Coordinator (employing the CYDC Coordinator who will provide programmatic oversight of the CYDC Plan, staff JSPC meetings, prepare and submit the annual CYDC plan, ensure plan implementation, serve as contact person, receive and disburse CYDC information, review and submit billings, ensure performance-based outcomes, coordinate services, manage detention bed utilization, and ensure data quality); and CYDC Case Management/Tracking (employing or contracting with case managers/trackers to complete CYDSI and CJRA assessments, act as liaison between courts and detention centers, appear at court hearings, provide detention reports, supervise and track juveniles, conduct intake assessments, make service referrals, and evaluate compliance with bond conditions).
