Through this procurement, the Office for Refugees and Immigrants (ORI) is soliciting proposals for its Skill Training for Employment Pathways (STEP) Program. STEP is designed to provide Vocational Skills Training (VST) and related support services to refugees and immigrants through a collaborative partnership model.
The selected bidder will deliver vocational skills training and support services to refugees and immigrants, including recruitment and cohort identification, training administration (provision of training courses with curricula aligned with high-demand industries, bilingual/bicultural support, assistance with training-related fees), support services (contextualized English language instruction, coaching, digital literacy, transportation and childcare assistance), and post-training services (career counseling, job placement assistance, credential evaluation, and tracking of participant progress). Services are delivered through a cohort-based model combining core vocational training with supportive services, and may be provided directly or through formal partnerships.
