The City of Bulverde, Texas (the "City") is soliciting Statements of Qualifications (SOQ) from qualified engineering firms to provide professional engineering services for a Capital Improvement Project (CIP) consisting of a Citywide Intersection and Street Improvement Analysis. The purpose of this study is to evaluate existing roadway and intersection conditions throughout the City, identify safety, capacity, and operational deficiencies, and develop a prioritized, fundable program of recommended improvements.
This is a Request for Qualifications, not a request for detailed technical or price proposals. The City intends to use qualifications-based selection (QBS), consistent with the Texas Professional Services Procurement Act (Texas Government Code Chapter 2254) and City purchasing policy, to shortlist and/or select a firm or team with which to negotiate a scope and fee for final contract award.
The City reserves the right to reject any or all submittals, to waive minor informalities, to request additional information or interviews, and to cancel this RFQ at any time without obligation or liability to any respondent.
Funding and Federal Requirements. The City intends to pay for the services solicited by this RFQ with local funds. This procurement is not intended to satisfy the consultant-selection requirements that apply to federal-aid highway funds (23 CFR Part 172) or TxDOT’s local government project procedures. If the City later seeks federal or state-administered funding for design or other services for a recommended improvement, the City will procure those services separately in accordance with the funding program’s requirements.
