To improve efficiency and streamline procurement, BPHC is issuing a single RFP with four distinct service tracks: Communications; Research, Evaluation, and Assessment; Strategy and Planning; and Grant Writing.

Consultants selected through this RFP will be placed on a pre-qualified vendor list and may be engaged by BPHC bureaus and programs on an as-needed basis. Services under the Communications Track may include developing evidence-based communications strategies, creating culturally responsive messaging, producing materials, and supporting media relations. The Research, Evaluation, and Assessment Track includes designing program evaluations, conducting quantitative and qualitative research, performing statistical analysis, and developing evaluation reports. The Strategy and Planning Track covers facilitating strategic planning, conducting organizational assessments, supporting implementation plans, and facilitating stakeholder engagement. The Grant Writing Track includes drafting grant applications, translating program goals into proposals, reviewing funding announcements, and developing logic models and work plans.
