The Illinois Commerce Commission (ICC) seeks a qualified Vendor to evaluate Illinois' existing electric distribution interconnection rules, tariffs, policies, and procedures and develop recommendations for improvement. The Vendor shall conduct an independent review of the current interconnection framework, assess challenges and opportunities, monitor stakeholder discussions through the Commission's Interconnection Working Group, and prepare annual reports with findings.

The Vendor will conduct an independent review of Illinois' existing interconnection rules, tariffs, policies, and procedures, attend and monitor the ICC's Interconnection Working Group and subgroup meetings, and evaluate specific topics such as construction timeline extensions, deposit mechanisms, cost sharing for distribution upgrades, queue management, contingent upgrade disclosures, school property queue reservations, and energy storage interconnection study parameters. The Vendor will prepare Draft and Final annual reports for 2027 through 2030, each addressing identified topics, documenting stakeholder consensus and disagreement, and providing implementation recommendations, with monthly status reports and presentations to ICC Staff and the Commission as requested.
