The Illinois Department of Transportation (IDOT) is seeking to procure LCPTracker as a hosted Software as a Service (SaaS) application to capture and manage certified payroll reporting and workforce tracking for construction projects. The approved vendor will provide LCPTracker Pro SaaS functionality including wage maintenance, admin and contractor trainings, collection of certified payroll reports for construction projects via website, support and updates to Davis-Bacon compliance and reporting, State of Illinois Prevailing Wage Maintenance and Federal Illinois Prevailing Wage Maintenance, collection and reporting on workforce demographics, unlimited contractor and administrative user access, validation rules for data entry, WH-347 form support including fringe reporting, worker classifications and apprentice tracking, technical software support for administrators via phone or e-mail, software support for contractors via e-mail or other, and data storage for active projects for the life of the contract. Vendors must also meet specific security and data hosting requirements including annual SOC 2 Type 2 audits, data hosting within the contiguous United States, FIPS‑140 compliant AES‑256 encryption, backup systems with 7-day MTD and 24-hour RPO, disaster recovery documentation, media sanitization, and ongoing security oversight.
