This data will allow expanded analysis across all nine IDOT districts, including forecasting freight flows, identifying key corridors, assessing district-specific needs, refining performance measures, and informing programming recommendations. There is a 13% BEP goal and a 3% VBP goal associated with this solicitation.

The vendor must provide freight and commodity flow data for all 102 counties in Illinois, including modes of truck, rail, air, water, and pipeline. The data must include base year 2023 (or more recent) with 4-digit STCC and SCTG classifications, volumes (tonnage, units, value), and geography at county level for Illinois, BEA level for adjacent states, and state level for remaining states, Canadian provinces, and Mexican states. Forecast years 2040 and 2055 with base case, low growth, and high growth scenarios are required. The dataset must be delivered as a Microsoft Access Database (or compatible format). The initial data set must be delivered within 30 calendar days following contract execution, and subsequent data requests must be fulfilled within 30 calendar days.
