DoIT requires Metro Ethernet services with speeds between 100MB and 1GB delivered via Fiber. The service must provide point-to-point transport between State offices and ICN POPs, with 99.98% availability, synchronous bandwidth, ≤18 ms one-way delay, and ≤12 ms one-way jitter. The vendor must provision high-bandwidth point-to-point and multipoint Ethernet connections, maintain QoS tagging, monitor and maintain connections, allow DoIT monitoring via ICMP and SNMP, work on VLAN assignments, aggregate multiple VLANs, perform bandwidth upgrades within 30 business days, and deliver service to the DoIT-identified demarcation location. The vendor is responsible for delivering service inside the building to the designated telecom room at both A and Z end locations, terminating on a vendor-provided switch.
