The vendor must provide Metro Ethernet services with speeds between 100MB and 1GB delivered via Fiber, offering point-to-point transport between State offices and Illinois Century Network (ICN) Point of Presence (POP) sites. The service must have 99.98% availability, synchronous bandwidth, ≤18 ms one-way delay, and ≤12 ms jitter. The vendor must maintain QoS tagging, monitor connections, allow DoIT monitoring, work on VLAN assignments, aggregate multiple VLANs, perform bandwidth upgrades within 30 business days, and deliver service to the DoIT-designated demarcation location. The vendor is responsible for notifying DoIT upon installation completion, and DoIT will test and accept the service before invoicing begins.
