Alief Independent School District (Alief ISD) is soliciting proposals for individual medical and prescription drug stop-loss insurance to protect its self-funded employee health benefits plan against high-cost claims. Coverage will become effective January 1, 2027, with twelve-month and eight-month alternatives as described in the solicitation.
The District seeks responses from insurance brokers, agents, carriers, and underwriting intermediaries capable of obtaining or providing the requested coverage.
This event is Phase I of a two-phase solicitation. The closing date and time displayed for this event apply only to Phase I submissions—not to carrier quotes or final insurance proposals.
Phase I—Respondent Information and Market-Assignment Requests: Respondents complete the required solicitation attributes and submit the Phase I Respondent Workbook containing qualifications and placement capability, ranked market requests, anticipated compensation method and pricing acknowledgment, and three comparable client references. The District will review submissions and issue written market assignments under the published procedures.
Phase II—Carrier Proposals: Following written market assignments, authorized respondents submit carrier pricing, coverage terms, and supporting documentation for their assigned markets. The District will provide separate Phase II instructions and a submission deadline.
Carrier quotes and premium pricing are not requested in Phase I. Submission of a Phase I response does not authorize Alief-specific carrier underwriting submissions, quote requests, or market reservations.
Alliant Insurance Services, Inc. serves as the District’s medical benefits consultant in an advisory and technical-support capacity only. Alliant will not compete for market assignments or receive placement compensation under this solicitation.
Respondents must review all solicitation attributes and attachments. Official submissions, questions, and requests for information must be presented to Alief ISD via the Questions Tab located in this online bid portal.

Most Texas work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
