The RFI covers two scopes: 1) State-to-State (S2S) Driver History Record (DHR) Implementation, which involves the electronic exchange and management of convictions and withdrawals, creation and management of Driver History Type pointers, adherence to retention requirements, and resolution of potential duplicates; and 2) Representational State Transfer (REST) Upgrade for the SPEXS Application, which involves migrating from legacy Windows UNI messaging and AMIE formats to RESTful Web Services for AAMVA programs, including modifying or replacing the existing AAMVA interface service to translate ALVIN transactions into REST-based format. Respondents should describe capabilities related to DHR readiness, data visibility policies, SPEXS/AAMVA reporting, UNI-to-REST migration, integration with existing DMV applications, logging and monitoring, security, high availability, and scalability.
