Request for Proposals (RFP) 2027-0700-0059 Alaska Department of Labor and Workforce Development, Alaska Vocational Technical Center (AVTEC) Campus Management System
PURPOSE: The Alaska Vocational Technical Center (AVTEC) is seeking proposals from qualified vendors to provide and implement a cloud-based Software-as-a-Service (SaaS) Student Information System (SIS). The selected contractor will replace AVTEC’s existing SIS and provide implementation, data migration, training, and ongoing support services to improve student lifecycle management, reporting, and operational efficiency.
PRIOR EXPERIENCE AND MINIMUM REQIUIREMENTS:
To be considered responsive and responsible, offerors must demonstrate that they meet the service requirements described in this solicitation. The proposal must clearly describe how each requirement is met and must include supporting documentation as specified in the Request for Proposals (RFP).

Failure to meet these minimum requirements or to provide required supporting documentation will result in the proposal being deemed non-responsive or the bidder being deemed non-responsible, and the offer will be rejected.

Proposals are due no later than 2:00 p.m. August 28, 2026.
The contractor shall provide a commercially available, fully hosted SaaS Student Information System (SIS) that supports AVTEC's academic, administrative, and student service operations. The contractor shall furnish all labor, project management, software, licensing, implementation services, data migration from the existing Anthology system, testing, user training, documentation, technical support, maintenance, and other resources necessary to successfully implement and support the proposed solution throughout the contract term. The solution must support admissions management, flexible program configuration, fee management, financial aid/accounting administration, attendance tracking, grade management, academic records and transcripts, graduate placement tracking, student housing and residential life management, and emergency communication capabilities. The contractor must complete implementation, data migration, testing, training, and production deployment such that the Student Information System is fully operational no later than July 1, 2027.
